Have licenses tied to fingerprint data and have license verification machines in accessible locations for people in social clubs, bars, and situations in which reckless sexual activity can be curtailed with a simple check of STD status. Do not allow any other organization besides the licensing organization to track data.
Have the STD licenses be tied to a national, easily accessible database so that individuals can verify license number, name, STD info, and license holder photograph.
