A standard for education, at every grade, should be created and required for all states to adhere to. It should outline what every student, at every grade should be capable of. This could be used as a standard to follow for alternative education, such as home schooling. It should not act as a curriculum, but should express the bare minimum for each grade. Standardized testing at the end of every school year should be used to determine if a child has met these requirements, regardless of schooling method. If states refuse to follow the guidelines, they should be provided no funding from the federal government.
