Every district gets 4 straight lines except borders/coasts. Lines aren’t equal in length/area, but in pop. Lines don’t have to go N - S or E - W & can be angled, just not squiggly, ending ridiculous, partisan gerrymandering. States partition their EV’s by district forcing politicians to visit all 50 states & 438 districts, not only swing states. Safe districts exist, but as the exception, not the rule. 2 EV’s go to the statewide winner. In safe states, the will of the state is negated by a few major leaning cities. The electoral system keeps the pop centers from electing their candidate spreading it out over the states & the same protections need to be extended to the state level. With nothing “safe” they’d be accountable for their actions. Their reelection hangs on actions, not words.
