Have a Nationally-organized and government subsided waste recycling program established and implemented throughout the country. Some funding could be recouped through sales of the recycled materials back to manufacturing companies and a unified recycle program would simplify, encourage and promote recycling which is sorely missing in many communities.
This National recycling program can be dove-tailed into existing local municipal recycling organizations.
