Create a nationwide ban on neglectfully chaining dogs for majority of their lives

Our country needs to enact a nationwide anti-chaining law against neglectfully tethering dogs outdoors for the majority of their lives. More than 18 US states have already banned this cruel practice, and more than 150 US cities have created ordinances in regard to the chaining of dogs. However, many states, including my home state of South Carolina, have no laws dealing with this matter. As long as an animal is supplied with basic necessities such as food, water, and some sort of shelter (can be a dilapidated box) than they are not considered to be victims of abuse. Dogs are left to withstand the heat, ice, and rain daily with little room to walk around. Their muscles atrophy from lack of use and some become barely able to stand. A chained dog is a neglected dog, make a change, America!
