Create a "Nationwide Marijuana Pardon Registry."

Presently, a person who is charged or convicted of possession of even a small amount of marijuana, depending on the state, can be subjected to a burdensome harrowing travail by the criminal justice system. By registering with "Nationwide Marijuana Pardon Registry," those people charged or convicted of possession of marijuana would be granted an automatic presidential pardon for that offense and immediately released from any further legal obligations or charges, including release from prison. Certainly a black president who smoked marijuana in his youth would understand the pressing need for such action.
