Each year as the weather patterns shift we face increased utility disruptions from storms and other natural disasters. A national program to underground and protect power, internet and phone is a matter of safety, national security against terrorist attacks and a way to put people to work. Each year the same stories are on the news with crews replacing the same lines and poles at a cost of 9k each pole. The cost to underground a community of 20,000 people displacing 600 poles could be in the low millions. However the work generated is a stimulus which can be huge. How many times do we have to replace lines before it is simply cheaper to underground. This would serve rural, urban and suburban constituents equally throughout our country.
