Create a new act of Congress or an executive order that aims to end homelessness in America.

The last act of Congress that has helped the homeless population was the McKinney-Vento Homeless Assistance Act, which was signed into law in 1987 and amended in 2009. However, the numbers of homeless people have been stagnant since then. The US Department of Housing and Urban Development have reported that since 2009, there has only been a one percent decrease in the homeless population and that there are still over 600,000 Americans with the same rights as us that do not have access to homes. Here in Pennsylvania the situation is especially bleak, where more families are becoming homeless. A recent project in Pittsburgh filled in concrete holes for no reason where 16 people had been living - the project cost $300,000. Please create an act of Congress or an executive order and end this!
