Create a new amendment that drops executive and legislative pay to 1/4 pay in the event of a preventable gov't shutdown.

A new amendement needs to be written that will drop exectutive and legislative pay for all members making over $75,000 dollers a year to one quarter of pay while a preventable government shutdown is in place. Then use the money of these inividuals to keep key federal services open as long as possible. This amendment would not affect allowances used for staffing purposes.
