This is due to the rise in suicide rates related to bullying. The Constitution and the Bill of Rights only protect People over the age of 18 and shelters no child of this nation. This amendment would conform to at least give this youth of the nation the added push of charges on a bully (much like the GA family violence act). The rules of schools do not work well enough to keep bullying from occurring. The way the school systems work is that they must see it to believe it. This act would make law work so that if there's enough evidence to make a positive conclusion, then there will be criminal charges.
