The recent rise in, and social focus on, tensions between Local and State Police Depts. and the communities they serve has brought about a need for resolution. History has proven that Police do not serve very effectively because of a fundamental conflict between upholding laws and improving and serving communities.
The people would rather have resolution than revolution, so we ask that The White House seriously considers creating a Community Outreach Department to deal with social issues within municipal communities across the country. A Community Outreach Dept. can act as a go-between for neighbors, communities, and social strata so that issues that can generally be solved in a civil manner or with some organization can bypass the need for armed gov't officials. Also, job creation.
