This is a petition to create a NEW LEGISLATIVE CABINET - "The House of the People". If the "House of Representatives" can not agree on a decisive issue that impacts all Americans, or can't progress due to filibuster or inactivity (refusal to work). Then the Vote / Decisive Issue should be put up to the Public Vote. A special vote that will be presented to the Public with all necessary information to make their vote, with a short timelime for voting submissions of 3 to 6 Months for collection. Votes of the People should exceed House of Representatives. If the vote concerns a new Law or Admendment then the winning vote by the People should remain active for 6-10 years.
This will prevent filibuster, and other failures for in-house cooperation / negotiations. Puts "the People" back in power!
