Create a program for infrastructure repair. Start a program on the federal level that awards construction or repair contracts to companies who hire a minimum amount of previously unemployed persons.
Require all federal agencies hiring contractors for projects exceeding $1,000,000.00 to receive a bid from a program participant.
Give financial preference to companies who use full time employees and not temporary employees.
Give financial preference to companies who participate in and hire from continuing education type trade schools.
Compel states to join the federal program, or adopt a similar program.
