Create a new department within the federal government to regulate and control school security in all schools in the USA

In light of the recent shooting and murdering of children in the schools, it is time to create a new federal department within the Department of Homeland Security.This department would be fully financed by the federal budget. This department would create laws to regulate all school activities requiring security. Provide the funding to all schools to achieve the mandates outlined by the department.
