Create a New Federal Firearms License

Create a new type of Federal firearms license, and an online Federal website to check if a person is legally able to own/possess a firearm, said license would be applied for and granted in the same manner as other Firearms Licenses by the BATFE (ATF), purpose of license would be to enable private sellers to check if a prospective buyer is legally able to own firearm, also would allow dealer purchases without NICS check,license would be be revoked when a person is under indictment of a crime, has an order of protection against them or has been ruled to have a mental disorder/committed to mental institution, said license would be granted at a modest one time fee to cover the required background checks performed by the BATFE (ATF), for example a C&R (Curious & Relics) FFL 03 license costs $30
