Create a new "Solidarity in Sorrow" Flag to be flown at half mast during national and global tragedies.

The American Flag is starting to look like a yo-yo. It used to be that it was lowered to half-mast only during certain National holidays, or when a President, Vice President, former President, or some other very important member of the very top of our Federal Government died.
No other countries around the world fly their nation's symbol of world identity at half mast as often as we do.
If the President feels our nation must fly a flag at half mast for reasons of national sorrow and/or to show our solidarity in sorrow for other Nations tragedies not covered by the normal half-mast rules governing the American Flag, he can declare that we fly the American Flag all the way at the top (where it belongs) and the new "Solidarity in Sorrow" flag at half-mast underneath.
