1. Purchase and Transfer
The seller of a firearm will deliver it to a law enforcement agency for the purchaser.
2. Registration
The agency will accept delivery of a firearm, fire for ballistics results and register it on a national database.
3. Delivery
A purchaser, not prohibited from firearm ownership, receives the firearm in a face-to-face exchange where proper identification is recorded.
3. National Firearm Registry
Local offices maintain ownership records, releasable with a warrant. The firearm (serial number, ballistics result, etc.) and the registration location will be in public domain.
4. Firearm Safety
Regular inspections of offices/homes using local ownership records. Improper storage is a misdemeanor. Legal ramifications if the purported owner does not possess the firearm
