Create a new immigrant category for Natural Disaster Refugees who have lost their caregivers and want to emigrate to USA

Oftentimes a child, young adult, senior or disabled person lose their parents or other caregivers in a natural disaster and have a relative or friend living in the USA who is able and willing to take them in and support them. The U.S. resident may not be US citizens - hey may only be a Permanent Resident - a Green Card holder. That should be acceptable under these circumstances.
