Create new legislation to end the Electoral College system and alternate to a fair voting system.

We the citizens of the United States would like to cease using the electoral college system during elections for the presidency of the United States.

Constantly we are told that every vote matters in an election. However, with the "winner takes all" system in place for the states' electoral votes, how is a liberal leaning individual's vote in an overtly conservative state supposed to matter, or vice versa?

The electoral college is affecting voter turn-out as individuals feel no motivation to vote when they will be lumped in with the rest of their state regardless of who they voted for.

Thus, we request the members of Congress take efforts to implement a more meaningful system for the voters, be that with a popular vote, cumulative voting, or a ranked voting system as they see fit.
