Create a new state out of New York city and it's Boroughs separate from the rest of the state.

Considering the fact that more than half of New York states population is located in New York City and frequently overshadows the rest of the state. In financial needs as well as politicians frequently ignoring upstate and western New York's needs due to it's lack of populace. The taxes in this state are higher to support New York city, our energy is "shipped" to New York city and yet we see no significant benefits in the upstate and western counties economies. New York City has a large enough population as well as financial stability to be it's own state. This would allow the upper and western portions of New York to flourish and prosper financially in ways foreign to it's residents. This would also inspire more voting participants believing their vote isn't overshadowed by NYC.
