Create a new "Urban Homesteaders Act"

To revitalize declining cities with Neighborhoods being dragged down by abandoned, vacant, foreclosed, or tax-seized properties - allow "homesteaders" willing to live on and improve the property for 10 yrs. to claim occupancy rights and legal ownership after 10 yrs. at no acquisition cost and with no property taxes until they complete ownership transfer requirements. The improvements necessary should be to renovate or construct a dwelling meeting building codes. In addition they should have the ability to acquire up to 4 neighboring properties if they bring them to code and then rent them with occupancy for 80% of the time. This will help rebuild cities, retain and build property values, provide affordable housing, eventually increase the taxation base, and help America rebuild
