This petition is intended to allow people to enjoy days of particularly nice weather (i.e. the first warm days of Spring and the last pleasant days of Fall) outside, instead of being required to remain indoors at work or at school. A "Nice Weather" day would be declared at the discretion of each city, municipality, or organization, much as inclement weather days are now.
