create a "no drone" list for American citizens who wish to opt out of the ability to have 4th amendment violated.

Please allow American citizens on American soil the right to opt out of being droned by local, state, and/or national government entities. Please protect the 4th and 6th Amendments of the United State's Constitution. In doing so, allow us to opt out of being monitored by drones.
