The no-fly zone should be enforced by the US and its allies in Europe and the mid-east. Its objectives are:
1. Provide a safe haven for civilian Syrian population
2. Provide an alternative to Syrians seeking to flee their country
3. Help solve the refugee crisis in Europe
4. Lessens extremism by denying ISIS a key recruiting tool: the "West's perceived indifference to their suffering."
Such a no-fly zone was successfully established in Bosnia despite warnings from the pundits and many of our strong allies that such a plan would be doomed to fail. it certainly is a complex and risky proposition but in the final analysis, its benefits would ultimately prove to exceed its cost.
