create a non-callable 30 year Bond Fund to Build the Southwest Water Authority

We the People of The United States of America petition Our government to construct such a Treasury Bond in order to fund the Southwest Water Authority. Such Authority shall use 100% of all fund money to build a waterway from the Mississippi River to reservoirs in Ok. & Tx. Such divertors on the Ms. river shall only be open during the Spring thaw or times of potential flooding. This Authority shall also fund a water pipeline from the Pacific ocean to AZ & NV&CA to desalination Plants which shall be constructed by the Fund. The non-callable Bonds shall be repaid in full from the collection of consumption fees gather in such areas.
