Create a non-partisan oversight committee appointed by the office of the president for the purpose of ensuring that congress gets it's job done in a timely manner and having the power to impose failure penalties such as blocking congressional raises.
This committee should be composed of non-partisan professionals and college professors from the fields of economics and law whose reputations are well respected and without question, and who have the knowledge of government mechanics neccessary to carry out the purpose of the committee.
