Hospital administration often opts for as few staff members as possible and often will not divert patients even during dangerously low staffing scenarios; leading to high rates of burnout and dissatisfaction due to increased stress and work demands.

Nursing associations have been fighting for this or similar legislation for years, one way to improve healthcare is to improve the quality of care, patient education, and individual attention the nurse is able to give each patient
