Create an office in the Department of Transportation that accepts proposals from citizens for new toll road ideas, especially for those involving more than one state. Have the funds for the construction of these toll roads be raised with bonds that are sold to the public. Have this office seriously review each and every proposal, and determine which may or may not be feasible.
