Create an Office for Fairness in Political Advertising within the Federal Election Commission.

To ameliorate the effects of the Supreme Court’s “Citizens United” decision by creating a non-partisan, unpaid, volunteer grading panel of experts to which all political ads in federal elections are to be submitted prior to publication. This Panel will be responsible for evaluating each ad and issuing a grade (A-F) for accuracy that must appear or be stated prominently in all published forms of each ad. The Panel will have no authority to prohibit ad content. The Panel may only place its grade on ads. However, no ad can be aired or published without the OFPA’s official grading. A Director is to be appointed by the Commissioner of the FEC and charged to identify the most qualified experts in all relevant fields, and enroll a number of experts sufficient to guarantee timely grading.
