Create and maintain an adult age with all the responsibilities and privileges of being an adult. The separation of people because they are 18 or 21 creates a social stigma of 2 classes of adults in the USA. Pick one age in which a child is a full legal adult. In my opinion 19yrs is perfectly fine.
