Medicare/Medicaid fraud and misuse is a major contributor to their costs. In addition to unqualified people receiving the benefits, unnecessary office visits, medicines and tests are destroying these programs. Hospitals and doctors have found ways to get around their reduced payments. The average person sees this daily, government officials do not because they don't mingle with people at this level. This is also true in welfare and most "free" programs.
