Create a organ donor tax credit

In the United States we have thousands of people waiting for organ donations and because many people fail to sign organ donation paperwork a vast number will die waiting while the very organs that could save their lives are put in the ground to decay with time. We give a tax credit to someone for having a child, insulating a home, or donating to charity. Why not give a tax credit annually to people who have signed organ donation agreements like on their driver's license. They are giving the ultimate gift of life to someone by donating their organs. This will save a countless number of lives due to an increase in organs donations. Yes some people will just do it without an incentive but a tax incentive would greatly increase the numbers.
