In these past 10 years most military members had learned vasts MOS - military occupational skills and in these MOS's they learn secondary and a lot are implanted in units to fill in for the numbers regardless of their being useful or MOS related. If an organization could be built to take in veterans off the streets or straight from the doors of active duty they can walk into a foundation were they can learn skills or further skills of carpentry, plumbing, electrical, from laying carpet, roofing, siding, cement, foundations, to completion of forms from state to state and city to city requirements. In essence housing for these veteran built would be established. As long as they are in the program they will be provided a food certificate such as "'Illinois' LINK" card.
