The goal of the Affordable Care Act is obviously to make health care more affordable. One potential change that could be made that would improve the efficiency of ObamaCare is to create an information oversight that would have the following functions:
1. Gather statistical data currently inhibited by HIPAA. This would include all data of diseases or medical conditions, and would include age, sex, weight, height, blood type, race, address/city, etc. Name and social security would be heavily encrypted and only accessible by medical professionals (but by law enforcement with a warrant).
2. Use the statistical data gathered to compare treatments at different hospitals in order to improve practices at hospitals that don't use the cutting edge in medical knowledge or treatments.
