Create a pay scale for active duty military that is fair, and comparable the the private sector

I would like the DOD/Government to pay active duty soldiers more. The military soldier is horribly underpaid for what they are expected to do. with only a 1.3% raise it comes as no shocker why the best soldiers are getting out of the military. Why are civilian contractors getting payed 6 figures a year, to do something a single soldier does but only gets 18,000 a year?
