Create penalties for partial or total government shutdowns

Anytime there is a government shutdown or partial shutdown, The President, VP, each member of congress and all of their direct reports must forfeit two weeks of pay for each day of the shutdown and may not access any of their benefits from the time the shutdown begins until one month after the shutdown has ended. They may have no contact at all with a lobbyist for a period of two months after the shutdown is over. The President, VP, all members of congress will not be eligible for any political office in the future. They can not endorse future candidates or political fundraising activities ever. Contact with a lobbyist or engaging in any fundraising activities or endorsements shall result in a one million dollar fine for each occurrence.
