Create the "Penny Debt Reduction Plan"

Get President Obama to petition Congress to:
1) Create a bank account in this plans name.
2) End the production of pennies and put all the money spent every year into this account at the beginning of every year.
3) Collect all pennies currently in circulation in the US and sell the material and put all this money in the account.
4) Mandate that ALL financial transactions whether paid for by cash or credit card are rounded up to the nearest nickel and the difference between the cost of the transaction to the nearest nickel it is rounded up to is placed into this account.
For example, you buy a loaf of bread for say $2.11. The computer in the register rounds it up to $2.15 and the 4 cents go into this account.
5) Use money in account to pay down debt. Should be in the billions per year
