Create a percentage penalty for White Collar Crime against the public.

Dear Mister President,
I had an idea about how to punish “White Collar Crime”.
We should punish people by using a percentage system and do away with monetary penalties.
First of all, ill-gotten monetary gains should be returned, and the percentage penalty should be applied to personal wealth using the system below. Society can take someone’s time from their life through prison or worse so society should be able to extract a penalty to make the crime repulsive and painful.
If a person, who makes twenty thousand dollars a year, and has committed, a crime, is punished with a fine of five thousand dollars and that would be a very stiff penalty but the same person who makes four million a year it would probably be smaller than some of the bribes he’s paid.
