Create a permanent Federal Gun Buyback Program

There are many arguments to the "gun debate" in our society. The "for" and "against" are articulated in popular media, ad nauseum. There is no clear choice if you are the average person, because you are constantly presented with opposing parallels to the argument. So it occurred to me, for those that walk a middle road on these issues, let's have no debate on either. I believe the government should establish, if the second amendment is irrefutable as some on the extreme right would be happy to tell you, a Federal Gun Buyback Program that would benefit every citizen regardless of social standing; if you are on Welfare, you might receive a small boost to whatever assistance you're receiving that month; if you're well off, a credit the IRS can take into account at the end of the year.
