Create a plan to be conducted in contest with Universities to draw Congressional district thruout the country.

Use current technology, mapping software, statistical software, and the census to create Congressional districts to eliminate gerrymandering. Enlist national universities and colleges a contest to come up with the best methodology, ask the States and Congress to provide prioritized criteria for the system.
