create a plan that will NOT allow the government to spend more money than the previous years revenue plus any surplus

A plan needs to be created as soon as possible, we can give our government untill jan 1, 2014 to pass a budget reform that would only allow the government to spend the amount of revenue from the previous year. Since revenue tends to go up every year, after the first enacted budget there should be a surplus in all or most of the following years which can be split between the new years budget and paying down the debt. interest on our debt is going to be pushing a trillion dollars within the next decade if not way sooner. When that happens interest could very well be the biggest expense the tax payers will have each year. Its not a matter of, if this will happen, its WHEN. Force the current administration to cut spending and pay down the debt. Deficits only for national emergencys.
