I believe their should be a forum for individuals with home gardens and orchards to find people within their communities to either share with or sell to. Restaurants could offer to pay for locally grown produce in areas where farms are rare. Individuals could trade vegetables with others in their community. Soup kitchens could accept donations from individuals with a larger harvest than they could consume.
In it's simplest form, an online community could be created for people to simply advertise what they are growing and what they have to spare.
If an agency is formed, jobs could be created in the form of experts who could teach individuals how to make the most of their gardens and workers who can help people with planting, harvesting, and delivering.
