Create policies where elected government officials get pay suspensions for failure to timely work out major issues.

I propose to the Administration for the creation and enactment of policies for elected House and Senate members to be penalized with pay suspensions or other forms of wage garnishments for failing to act timely to address major issues affecting the government and the citizens of the United States, including but not limited to, the creation of a proper yearly budget, responding to "fiscal cliff"-like issues, apportioning federal disaster aid, and preventing a government shutdown.
