Create Policy to limit the deployment of drones to just state and local agencies and prohibit use by federal agencies.

In order to ensure the proper use of UAVs for law enforcement and civil purposes, policy should limit the domestic operation of these vehicals to local and state agencies with strong oversight from both the Department of Homeland Security and the Department of Defense. Policy must also dictate that all domestic UAVs be unarmed.
