Create a policy which enables federal law enforcement agencies to allow its agents to have an office at "soft targets".

I recommend that the government facilitate it's Criminal Investigators to get office space at schools or other potentially "soft targets".

Allowing federal law enforcement to have a part-time office space at these "soft targets" will place the most highly trained officers in a position to react to a threat.
