create a policy which requires all welfare recipients to be screened and pass drug tests at least once per year.

All recipients of welfare should be required to submit too and pass tests for various drugs which are considered illegal substances. This change to procedure and policy would save the federal and state governments money spent on welfare for persons who use said welfare to support their addictions instead of looking for help to become a participating citizen of society.
