Create a policy that will allow states to peacefully secede

As a matter of decided law in the United States it's not legal or possible for a state to peacefully leave the Union. To secede it is necessary to start a civil war and win. As history shows such wars are costly. Costly in both lives and monetary value. While it's not as apparent as it is in the case of Taiwan where secession from China will be met with full military force it is the case here in the United States. Any state in the US that opts to secede will be met with the full military strength of the US Military. A threat of such violence seems rather coercive and beyond where we should be in the 21st century. I'm not asking for secession but I do request the ability to peacefully secede as a Sovereign power of the people.
