As the Senate and House of Representatives continue to refuse to balance the American budget. The American people demand the right to vote by popular means that this ammendment to the U.S. Constitution be implemented.
"The Government of the United States of America will have a balanced budget in place before a new fiscal year begins. If this budget is not completed, the Senate and House of Representatives will be considered in contempt of the american people and removed from office"
