Batman is one of the greatest heroes of our kind, plus he's BATMAN.
This position would allow an ordinary man to dress up as Batman, and appear in all official government statement releases.
He would be required to appear at these events, stand behind government officials when they are issuing statements and be shown on tv, say immediately when statements are issued that he is the batman, and he approves these messages. To further strengthen his presence all reproductions of the statements would not be allowed to edit out the Batman, for whatever reason.
The man to hold this position would preferably be Christian Bale, or Nicolas Cage.
