As more and more people and computers are in communication with each other the need for clear understanding of the time grows. Time and capital are wasted by the miscommunication of and translation of the time from one zone to another. Electronic communications are time stamped, with a time, and there usually no clear means of knowing what time zone is used in the display.
Many hours of discussion are wasted as developers work out how to deal with this issue and then in the development, deployment and instruction on how the issue has been dealt with.
The success of implementation proposed by this petition is very similar to the Metric Conversion Act of 1975. A similar resistance to acceptance will be expected, therefore implementation should be developed leaning on lessons learn then.
